The perfect chair does not exist, which is proven at nearly every meeting by the complaints from members as to how an issue is handled.  The dilemma for the chair is that he/she has two contradictory responsibilities:
  • to ensure fair play (all have an equal chance to influence a decision)
  • to force the meeting along and reach needed decisions
