Nothing frustrates responsible board members or demoralizes staff quite like a board member that does not review the board packet prior to the meeting.  This leads to such popular time wasters as reading the minutes aloud, asking questions that have already been answered in the material or previously asked by another member while someone is reading their packet for the first time.
